Hybrid Power Purchase Agreements for Flexible 24/7 Energy Delivery – A Comprehensive Review of Current Practices and Research Pathways

Power Purchase Agreements (PPAs) are becoming increasingly preferred among large energy consumers, such as data centers, to secure cost-effective energy and meet accelerating demand growth. Traditionally, variable renewable energy (VRE)-based PPAs operate on a pay-as-produced basis, balancing supply and demand for a relatively longer duration (e.g., annually). However, the focus is shifting toward matching supply and demand on an hourly basis to fully meet energy needs. This shift requires the integration of flexible energy resources, such as hydropower, thermal generation, and energy storage, to complement VRE sources like wind and solar, forming the foundation for 24/7 PPA. This work contributes by: (i) reviewing emerging market trends and current practices in PPA procurement, supported by data on PPA prices and technology portfolios; (ii) synthesizing the existing literature on modeling approaches for contract pricing, quantities, hybrid resource procurement, and risk management in 24/7 PPA design, while identifying key research gaps; and (iii) proposing an integrated 24/7 PPA design framework along with two contracting mechanisms from the perspectives of both PPA providers and consumers. The proposed framework highlights critical modeling challenges, risk-allocation issues, and future research opportunities for 24/7 PPA design.

Center for Space Transportation and Applied Research Fifth Annual Technical Symposium Proceedings

This Fifth Annual Technical Symposium, sponsored by the UT-Calspan Center for Space Transportation and Applied Research (CSTAR), is organized to provide an overview of the technical accomplishments of the Center's five Research and Technology focus areas during the past year. These areas include chemical propulsion, electric propulsion, commerical space transportation, computational methods, and laser materials processing. Papers in the area of artificial intelligence/expert systems are also presented.

Proceedings on the Working Group on Extraterrestrial Resources - Fourth annual meeting

The Working Group on Extraterrestrial Resources is composed of people from the National Aeronautics and Space Administration (NASA), the U. S. Air Force, the U. S. Navy, Office of Engineers of the U. S. Army, U S. Geological Survey, the Department of Agriculture, and the Rand Corporation. It was organized for the following function: "To evaluate the feasibility and usefulness of the employment of extraterrestrial resources with the objective of reducing dependence of lunar and planetary exploration on terrestrial supplies; to advise cognizant agencies on requirements pertinent to these objectives, and to point out the implications affecting these goals. "

Third Annual Workshop on Space Operations Automation and Robotics (SOAR 1989)

Papers presented at the Third Annual Workshop on Space Operations Automation and Robotics (SOAR '89), hosted by the NASA Lyndon 8. Johnson Space Center at Houston, Texas, on July 25-27, 1989, are documented herein. During the three days, approximately 100 technical papers were presented by experts from NASA, the USAF, universities, and technical companies. Also held were panel discussions on Air Force/NASA AI Overview and Expert System Verification and Validation. Tutorial sessions included Neural Networks; Theory and Application of Back Propagation; Verification and Validation of Expert Systems/ Evaluation of Expert System Tools; and Technical Environment for Modular Architectures for Robotics in Space; and are not documented herein. Technical topics addressed included intelligent systems, robotics, human factors, and environment.
